Ethiopian Migrants Killed In Attack On Yemen Market – UN

Seventeen civilians were killed in an attack in a market in Yemen’s northern Saada governorate, the United Nations said, the third deadly assault on the same location in just over a month.
The attacks come despite relative calm in Yemen, where large-scale combat between government troops — backed by a Saudi-led military coalition — and the Iran-aligned Huthi rebels has subsided.
The UN said 12 Ethiopian migrants were among the 17 civilians killed in the incident on Tuesday at the Al-Raqw market in Saada governorate, a Huthi rebel stronghold.
At least 12 people were wounded, it said, without saying who was responsible or what weapons were used.
An attack on Al-Raqw market on November 22 killed 10 civilians, again including Ethiopian nationals, and just days later, at least another 10 civilians were killed and 22 wounded in a second such incident.
“The attacks on Al-Raqw market raise deeply troubling questions about the commitment of the parties to the conflict to uphold international humanitarian law,” Lise Grande, the UN’s humanitarian coordinator for Yemen, said Wednesday.
“Every attack of this kind is a gross violation,” she said in a statement.
The UN says 89 civilians have either been killed or wounded in the attacks on the market.
Tens of thousands of people, mostly civilians, have been killed and millions displaced since March 2015, when the Saudi-led coalition intervened in the Yemen conflict to back the government against the Huthi insurgents.
The UN considers the war in Yemen the world’s worst humanitarian crisis.
Kano State Government has banned persons of opposite genders from boarding same commercial tricycles across the state.
The directive will take effect from January, 2020, a Kano State official said on Wednesday at the closing ceremony of 77th annual Islamic Vacation Course (IVC) organised by Zone A of Muslim Society of Nigeria (MSSN) held at Bayero University, Kano.
The Commander General of Hisbah Board, Harun Ibn-Sina, representing the state governor, said the state government is committed to upholding Islamic values.
Commercial tricycles, popularly known as ‘A daidaita sahu’ in Kano, were introduced by a former governor of Kano, Ibrahim Shekarau, as a means of transportation for women only.
This was after Shekarau’s government banned commercial motorcyclists from conveying women.
But since Shekarau’s exit as governor, tricycles have been carrying people of both sexes.
The gunmen abducted two persons, a business man simply identified as Alhaji LG, and a woman Hajiya Zainab Zaria.

Gunmen last night attacked Ruwan Dorawa village in Dutsinma Local Government Area of Katsina State carting away 17 cows and 30 sheep.
Our reporter gathered that they stormed the village after midnight, tied the cattle before herding them away to unknown destination.
Later, the gunmen according to sources, visited neighbouring Gidan Mai Pampo village where they abducted two persons, a business man simply identified as Alhaji LG, and a woman Hajiya Zainab Zaria.
However, Hajiya Zainab Zaria was said to have escaped from her captors in the night and traced her way back to the village.
The police are yet to respond to enquiries regarding both incidents.
The Nigerian Army says it has conducted 19 humanitarian and community services in host communities of troops participating in the ongoing Atilogwu Udo 1, otherwise known as Peaceful Dance.
The exercise which started on Nov. 1, is being carried out in South-East and Cross River, which are the Area of Responsibility (AOR) of 82 Division of the Nigerian Army.
Col. Aliyu Yusuf, Deputy Director, Public Relations of 82 Division, in a statement, said 19 Civil-Military-Cooperation (CIMIC) activities, were carried out in different sectors across the AOR since the commencement of exercise on Nov.1 till date.
“The CIMIC activities were aimed at enlightening citizens, elicit their support, win the hearts and minds of the people and generate intelligence for the exercise.
“In all the places where the CIMIC activities took place, the citizens expressed their gratitude to the Nigerian Army.
“The civil populace, however, promised to render maximum support for the exercise, especially in the areas of providing timely information on criminal elements within the communities,’’ he said.
Yusuf said that the CIMIC activities started on Oct. 30 when Officers/Soldiers of Sector 5, led by the General Officer Commanding (GOC) of 82 Division, Maj.-Gen. Lasisi Adegboye carried out a sanitation exercise at Old Park axis of Enugu metropolis.
“The exercise was highly commended by the populace as officers and soldiers carted away age-long refuse within the Old Park area and cleaned up all drainages within the axis as well,’’ he said.
The army spokesman said that on Nov. 19, Officers/Soldiers of Sector 5, led by the Sector Commander, Brig.-Gen. Sylvester Oloyede, in partnership with FEROTEX Construction Company, undertook the grading and patching of potholes along Enugu-Onitsha Expressway.
“Motorists, okada riders and locals commended the Nigerian Army and troops for the gesture meant to enable them ply the road,’’ he said.
Yusuf said that on Nov. 22, troops of Nigerian Army Women Corps (NAWC), led by Col. Dorothy Ojie, Chief of Staff of NAWC, conducted free medical outreach and sanitation exercise within Abakpa Community in Enugu East council area which is under Sector 5.
“The Sector Commander, Brig.-Gen. Oloyede and his troops participated in the CIMIC activities as well as assisted the civil populace in easing traffic within the period.
“Their hitch-free humanitarian services attracted immeasurable praises and appreciation from the public,’’ he said.
Yusuf noted that on Nov. 19, troops of Sector 3 carried out free medical outreach on 602 residents of Egbelu–Obube community in Owerri West council area of Imo.
“On Nov. 19, troops of Sector 4, led by the Sector 4 Commander, Brig.-Gen. Yakubu Bwala, conducted a hitch-free medical outreach at Nyaba–Ugo Umudim Community in Nnewi North council area of Anambra.
“On Nov. 16, a free medical outreach was conducted by troops of Sector 6 Abakaliki, for residents of Akpoha community in Afikpo North council area in Ebonyi,’’ he said.

Allee Willis, the writer of the theme song “I’ll Be There For You” in popular TV Series, “friends”, has died at the age of 72. She is also known for singing Earth, Wind & Fire’s classic “September” and the news was announced by the Songwriters Hall of Fame yesterday.
In a report by TMZ, Allee died after reportedly having a cardiac arrest on Christmas Eve in Los Angeles. It’s unclear if she had been suffering from other ailments.
Willis who was inducted into the Songwriters Hall Of Fame in 2018 is credited with tons of iconic songs that have been relevant from generation to generation.
The “Friends” theme song earned an Emmy Nomination for Willis, however, she lost to the theme of “Star Trek: Voyager.” In addition to writing The Rembrandts’ most famous song, Willis also wrote the EW&F classic “Boogie Wonderland.”
She co-wrote the Broadway musical “The Color Purple.” In fact, Willis was so prolific, she became the first woman and the fifth person ever to have written music for 2 shows opening on Broadway in the same season. In 2006, seven of her hits were featured in the Earth, Wind & Fire-themed musical “Hot Feet.”
Willis was born and grew up in Detroit, Michigan, and said she liked to hang out outside Motown Records to listen to the recording artists play. She attended the University of Wisconsin-Madison and was a journalism major and sorority member.
After college, she worked as a secretary at Columbia Records in New York. Her first and only album, Childstar, did not sell well, and she stopped performing because she did not enjoy it. The National Emergency Management Agency (NEMA) in Niger has launched operation Eagle Eye to sensitise road users on the need to embrace safety measures during the Yuletide.
Mrs Lydia Wagami, Head of Operations, NEMA, Minna Operations Office, said during the inauguration of the exercise in Minna on Thursday, that it would ensure safety of lives of drivers and passengers during the season.
Wagami, who was represented by Alhaji Ahmed Sani, Head of Account and Finance Unit, explained that the exercise was an annual event of the agency conducted nationwide in the yuletide season.
She noted that the exercise was to sensitise drivers and passengers on the need to avoid speeding and reckless driving in order to avoid accidents.
“The exercise is to enlighten motorists on the need to make good use of the road during the yuletide, to avoid road accident as well as the need to maintain safety rules of driving.
“It is also to ensure safety of road users and passengers and to showcase to stakeholders that we are prepared to ensure their safety,’’ she said.
She disclosed that the agency collaborated with the Nigeria Security and Civil Defense Corps (NSCDC), Federal Road Safety Corps (FRSC) and the state Fire Service, stationed its ambulance on major routes to respond to emergencies.
Wagami commended the stakeholders for the cordial relationship that had always brought about a good working synergy among them.

There are indications that President Muhammadu Buhari personally intervened in the release of a former National Security Adviser, Col. Sambo Dasuki and activist Omoyele Sowore after getting a new brief on their detention.
The President was said to have taken a step beyond the security reports from the Department of State Services (DSS) to ascertain the facts behind their continued detention.
It was learnt that the President initially restricted himself to the DSS claims that the cases involving Sowore and Dasuki were “purely legal.”
But on Monday, the President took a decision on their release after an audience with some of his “confidants, including governors and ex-security chiefs.”
It was gathered that the session gave “different perspectives to the DSS security reports.”
The perspectives shared with the President, it was learnt, bordered on “political and international implications” of their continued detention.
The session raised issues about the DSS “lionising Sowore for nothing.”
The session was also devoted to the thin line between security matters and pronouncements by the courts.
It was learnt that Buhari made up his mind after “weighing options” from the session.
A top source said: “You can see that the release of the two men was based on orders from above. It was purely a decision of the President such that the Attorney-General of the Federation and Minister of Justice, Mr. Abubakar Malami (SAN), had to issue a statement from abroad based on presidential directives.
“What happened actually was that the DSS had persistently been using the cases in court for keeping Sowore and Dasuki. The President never had the opportunity of looking at other options.
“At a point, Malami was asked to review the cases but DSS was uncomfortable with the development.
“However, the narrative changed after the President met with some of his political confidants, who gave a new brief on the suspects, especially beyond the DSS report.
“Obviously, there were many dimensions to the cases at hand which no one drew the President’s attention to. As long as it was about compliance with due process and prejudicial matters, the President opted not to interfere with court processes.
“Those at the session on Monday took time to give in-depth details. For instance, it was difficult to determine how Sowore, who garnered negligible votes during the 2019 poll, is a threat to the nation.
The source added: “The President took notes at the session at the Presidential Villa and promised to act.”
Based on the positive response of the President, it was gathered that Sowore’s counsel, Mr. Femi Falana (SAN), was ” kept abreast of likely release of Sowore by a political confidant of the President.
“The only caveat was extracting a commitment from Falana that Sowore will keep to his bail conditions,” the source added.
Another source claimed that “the case of Dasuki was seen as more pathetic having been granted bail six times by various courts since August 30, 2015.
The source added: “Apart from respecting the court, a lot of family factors crept in for his release because the wife of the President’s nephew, Mamman Daura, is Dasuki ‘s sister. Also, one of the special advisers to the President, Mrs. Mariam Uwais, is Dasuki’s step sister. Another influential member of the kitchen cabinet, Ambassador Babagana Kingibe, is an in-law of the ex-NSA.
“In the past few months, there had been pressure on those powers that be to prevail on President Buhari to ask DSS to respect the decisions of the courts to admit Dasuki to bail.

PM News reports that Miss Jennifer Ukambong Samuel, an aid worker from Bokkos LGA of Plateau state has been abducted by the Boko Haram insurgents in Borno.
Jennifer, an orphan was abducted along with several others, including Hannatu Sebastin Ishaya, in an ambush along Monguno-Maiduguri road on Sunday, Dec. 22, 2019.
“This happened on the day she was marking the 1st remembrance of her father’s demise”, said Solomon Maren, a member of the House of Representatives from Mangu/Bokkos constituency.
Maren condemned the kidnap of Jennifer, working with Alliance for International Medical Action.
“This came as a brutal shock to us, and as a representative of the peaceful people of this constituency, my heart bleeds”, Maren said in a statement.
“This is particularly so as reports say another indigene of Bokkos was three weeks ago kidnapped by the same insurgents in the North-East.
“I am pained that for the third time in three months, four of my innocent constituents have been abducted by Boko Haram in Borno.
“These are harmless citizens who by reason of their professional callings have found themselves working in the troubled region, providing humanitarian help to victims of insurgency.
“Mr Lawrence Duna Dacighir and Godfrey Ali Shikagham, both carpenters from Mangu Local Government Area, working with an international NGO were publicly executed in a widely circulated video in October 2019,” he said.

Maren stated that the entire Mangu-Bokkos constituency had yet to recover from the experience and now they were confronted with abduction of Miss Jennifer Ukambong.
According to the lawmaker, these abductions among many instances show the level of security challenges being experienced in the country.
“As legislators, we will continue to enact laws and carry out all necessary functions with regards to national security.
“I, in particular, will not hesitate to throw up meaningful debates that will guarantee the safety and general well-being of Nigerians and my constituents in particular, wherever they are.
“This includes the prompt and safe rescue of Jennifer and her fellow abductees,” he said
Maren called on security agencies in charge of security in Borno to do their best to rescue Ukambong and other abductees.
Students and staff of the Lagos State University (LASU) can now beam with smiles as the state government is set to construct a 8,272 unit of hostels on the school campus.
This move is the first of its kind since the creation of the institution in the Ojo area of the state 36 years ago.
Governor Babajide Sanwo-Olu has signed a Build, Operate and Transfer (BOT) agreement with six private property developers to deliver the project in the next 18 months.
According to a statement issued on Saturday by the Chief Press Secretary to the governor, Gboyega Akosile, the deal which will lead to the construction of six blocks of Hall of Residence, was wrapped under the Public Private Partnership (PPP) policy of the State.

Although the concessions will run for 35 years, it is expected that 30 per cent of the school’s 26,000 student-population will be served when finally completed and delivered in 2021.
“The partnership we just sealed with the six private investors is strategic, because it is going to strengthen our capacity as a Government to scale up education quality and bring about improved academic performance of students.
“It will also help LASU in terms of global rating and outlook. We are using this model as a test case, which governments from other parts of the country will come and emulate. I believe we can deliver on this project and set a precedent that will change the course of tertiary education for good,” he stated.
Gov. Bello Matawalle of Zamfara
Zamfara Commissioner of Education, Alhaji Jamilu Zannah has resigned barely two weeks after the inauguration of the state executive council.
Zannah hinged his resignation to “high-handedness” and lack of consultation on the part of Gov. Bello Matawalle.
The government has however dismissed the claims, saying Zannah’s action was unfortunate, selfish and a ploy for cheap publicity.
The former Commissioner, who also served as Matawalle’s campaign director during the 2019 governorship election in the state, made the announcement on Saturday while speaking to newsmen at his Gusau residence.
He said, “His excellency, Alhaji Bello Matawalle has been doing things and running this government single-handedly since he assumed office as governor.
“As his campaign director-general, I know we made several promises to many people that when we succeed, these promises will be met.
“However, of all the appointments so far made which include many directors-general, senior special assistants, special assistants, special advisers, permanent secretaries, commissioners and members of boards and committees, I am not aware of any that the governor consulted us on.”
Zannah who just returned from a medical trip in India said, “even though the governor was aware of my sickness and my medical trip where l stayed for about 40 days, which was why l missed the executive council inauguration, he never called to sympathize with me up to the time l returned.
“Since l did not join this Matawalle movement for my personal gains but for the benefits of the people and in order to move the state forward, l have decided to reject this appointment as commissioner of education in the state with immediate effect, and this followed my discussions with my associates.
“I do not know how l can face all those people we made promises to when they see me going round as commissioner while the promises made to them remained unfulfilled.”
Matawalle who is currently on a foreign trip, however, said through his Special Adviser on Media, Zailani Bappa, “it is rather unfortunate that someone who claims closeness to His Excellency will resort to this unwholesome antic which is clearly a ploy to achieve a cheap and personal political goal.”
He dismissed the reasons for the resignation as paltry, shallow and a political joke.
“To put the records straight, His Excellency, Governor Bello Muhammad promised the people of Zamfara State peaceful co-existence and good governance.
“The whole world has acclaimed the excellent achievements of His Excellency in bringing peace and introduction of programmes for the speedy development of the state.
“It is, therefore, unfortunate that personal and selfish considerations will becloud the vision of trusted confidants at a time when all hands must be on deck to begin a new era in the history of Zamfara State.”
He, however, wished Zannah all the best in his future endeavours.

Bayern Munich is already through to the Champions League last 16 as group winners, but interim coach Hansi Flick wants his side to beat Tottenham on Wednesday to boost their confidence after back-to-back defeats.

Governor Akeredolu
After sacking 59 staff, who were teachers at Rufus Giwa Polytechnic Staff Primary and Secondary School, the Ondo state government announced that it had reabsorbed the affected staff into the state civil service.
The workers were sacked on the grounds that the management had no financial capacity to run the schools any longer and planned to privatise them.
However, the affected workers, on Tuesday, rejected the government gesture.
This was disclosed by the lawyer, Mr Banjo Ayenakin, representing the workers.
He said “While our clients appreciate the gesture and interest of the Ondo State governor, the planned redeployment or transfer of service is clearly unacceptable to our clients.
“To put the record straight, our clients were employed by RUGIPOLY at different times; they had their appointments regularised and confirmed by the governing council of the institution. Our clients were subsequently promoted by virtue of their commitment, industry and hard work to the institution.
“It was a rude shock when our clients were given mass retrenchment or disengagement under the guise that the schools were not yielding enough revenue and that the management intended to privatise the institution.”
It added, “The offer to redeploy or transfer our clients to the Ondo State Teaching Service Commission is contrary to the conditions of appointment of our client and the said redeployment is a ploy to demote our clients and subject them to psychological trauma.
“It must be noted that the conditions of employment of our clients; among which are grade level and year of retirement in the two services are different. While the non-teaching staff of RUGIPOLY retires at age 65; those of the teaching service commission retire at 60.”
It has been reported that Matilda Itonyo Mark, a final year student of the Rivers State University has been killed.
The young woman was reportedly stabbed to death inside her room at Main Gate area in Port Harcourt.
Local reports show that Matilda Itonyo Mark, a law student who was also a dancer, a hairstylist and writer, was r*ped and subsequently stabbed by her assailant(s) in the early hours of Tuesday, December, 10, 2019.
24-year old Matilda’s body was found in her pool of blood and was subsequently evacuated to the morgue.
A Federal High Court in Lagos on Monday adjourned till December 5, judgment in a N7.2 billion fraud case involving a former Governor of Abia State, Orji Uzor Kalu.
The Economic and Financial Crimes Commission (EFCC) arraigned Kalu, a former Commissioner for Finance in the state, Ude Udeogo and a company, Slok Nigeria Limited on fraud and money laundering charges.
The judgement was not delivered on Monday as earlier slated because Justice Mohammed Idris was not available.
The defendants were arraigned by the EFCC on a 39-count charge of fraud and money laundering.
However, they had pleaded not guilty to the charges and were granted bail.
Idris, who handled the case, had been elevated to the Court of Appeal.
He consequently conducted and concluded the trial by fiat. (NAN)
The Islamic Movement in Nigeria, IMN, on Monday decried the continued detention of its leader, Sheikh Ibraheem Zakzaky and his wife despite a valid Federal High Court order for his release exactly three years ago.
IMN said the President Muhammadu Buhari-led Federal Government would go down in history for contempt over its failure to release El-Zakzaky.
In a statement signed and forwarded to DAILY POST by its spokesperson, Ibrahim Musa, IMN “echoed what the presiding judge said while delivering the judgment, that he fears what will follow a refusal to obey his court’s order.”
“The judge had warned the government that holding the Sheikh for so long amounted to great danger, insisting that “If the applicant dies in custody, which I do not pray for, it could result in many needless deaths.”
However, IMN said: Buhari has stubbornly kept deaf ears to that and contemptuously continued to detain them. Instead of releasing them, Buhari opted to file bogus charges against the Sheikh and his wife through Kaduna state government,” according to the statement.
“It also warned well-meaning Nigerians that the contemptuous attitude of the federal government towards court orders is an invitation to anarchy.
“This stunning disregard for the rule of law and human rights does not come to the Islamic Movement as a great surprise because Buhari’s utter disregard for court judgements is legendary, and statistics has it that he has disregarded courts in at least 40 occasions since the inception of his government.
“In the case of Sheikh Zakzaky, the government has at various times proffered different contradictory reasons for its flagrant contempt of court. One of the most absurd of such was the statement attributed to the President himself that national security is over and above the rule of law. By this his warped belief, he has stirred the country towards the path of dictatorship, to which all other well-meaning Nigerians must stand and fight against,” the group said.
According to a report by The Nation, the police have arrested a suspect, Edwin Rex Odinaka, who specialised in defrauding people using phony programmes for persons living with disability.
The 42- year- old suspect was nabbed by personnel of the Inspector General of Police Intelligence Response Team (IRT).
The suspect, who took to the crime in 2004 had allegedly threatened to kill two women, Carol Shade and Rosemary Akpo, both Managing Director and Chief Executive Officer (CEO) of EXP Nig Ltd after he failed to scam them of a sum of N8.5 million.
Disturbed, Ms Akpo reported Odinaka to IRT via a petition leading to the arrest of the suspect.
Odinaka’a arrest was carried out by IRT’s team led by the squad’s south west coordinator, Philip Rieninwa, a Chief Superintendent of Police (CSP).
Confessing, Odinaka said: “I am from Lokpanta village, Umunochi Local Government Area in Abia state. I am married with five children. I did my post graduate diploma in Business Administration in 2005 in Usman Dan Fodio University, Sokoto State, and the national youth service same year in Sokoto State.
‘’In 2006, I worked with DAX Technology in Lagos as an accounting officer on a salary of N42, 000. When the company folded up I joined Addis Nigeria in Ikeja, Lagos on N80, 000 salary but when the company restructured I joined Footprint Nigeria Ltd on N150,000 salary.
‘’When the company started restructuring I formed my own company named Theatre of Love Ltd, a Non- Governmental Organization (NGO) in 2010.Though the company has not been registered, its main objective is to empower people with disabilities by sourcing fund with which I can use to buy wheelchairs, crutches and sewing machines for disabled persons. To facilitate the sourcing of fund l used a presidential letterhead and it was not done for fraud. I cannot say it is a failure because when I unveiled the disabled persons programme in September 2018, it was a success.
‘’When I discovered fraud in the company in 2019, I reported to the management and as a whistle blower I expected the company to pay me a sum of N8.450 million as compensation.
‘’I only wanted together money to offset my hospital bill and some of my assets I sold off when I had challenges. Please tell the MD and CEO to forgive me.’’

Fire on Sunday destroyed 15 shops and damaged other property at the Owode-Oniri Market in Lagos State.
The Director-General, Lagos State Emergency Management Agency (LASEMA), Dr Olufemi Oke-Osanyintolu, told the News Agency of Nigeria (NAN) at the scene that the fire started at 10: 27a.m.
NAN reports that a LASEMA team was on hand to put out the fire.
The director-general said that the fire emanated from one of the several lines of shops in the market.
“The cause of the fire is still unknown as there is no power supply within the market.
“No life was lost but valuable items were destroyed, though the spread of fire is being curtailed.
“We have counted the shops, about 15 of them were gutted by fire,” Oke-Osanyintolu said.
Oke-Osanyintolu said that the fire started from the metal segment of the market, making traders call 767/112 channel of the agency.
He said that LASEMA coordinated the response to the fire, adding that it got support from the Lagos State Fire Service and market union officials.

The Economic and Financial Crimes Commission, EFCC, has uncovered how a jailed fraudster masterminded an internet scam worth $1 million from prison.
The suspected fraudster is Hope Olusegun Aroke, a convicted internet scammer who is currently serving 24 years jail term.
The Lagos Zonal Office of the commission said on Monday that it uncovered that Aroke a convicted internet fraudster currently serving a 24 years jail term was still in active communication with other high valued targets.
The EFCC, in a statement said the high valued targets were currently being investigated by the Commission for various offences relating to computer fraud and money laundering.
“Investigation revealed that he masterminded the commission of internet scam worth over $100, 000, 000 (One hundred Million Dollars) whilst serving his jail term,” the EFCC said.
